Advisory panel is an advisory body which proposes solutions to the the committee.They debate one clause at a time, opposed to a pre-written resolution. They vote by consensus (a general agreement, majority rule)Unfortunately due to a delayed commencement, the panel lacked multiple delegates, and did not have much content to discuss at first. Once introductions and roll call were completed, delegates broke off into their allied countries to discuss the issue at hand.
